Having stayed in a number of hotels in Oran, including the "big name" chain hotels and cheaper local options, Hotel Fantazia would be my first choice for a stay in Oran. Firstly, the hotel is impeccably clean. Rooms are modern, with comfortable beds and pillows. My room was perfectly made up each day, and communal areas are kept sparklingly clean. Secondly, the food in the restaurant is very good. There is a good range of options at both lunch and dinner (breakfast is included in the room price), the food is fresh and the view over the bay of Oran great. The staff in the restaurant are very friendly and super efficient. Thirdly, the area in which the hotel is situated is a great base for exploring Oran. You are a short walk from the main hotels (Sheraton, etc) if you are holding a business meeting there and a 10-min taxi ride or a 30 min walk from the centre of town (cost 50p-£2.50). There are a number of handy local shops (pharmacy, supermarket etc) and some nice restaurants. The most important thing about the Hotel Fantazia is the level of service. It attracts both families and customers travelling on business and it takes excellent care of them. All of the staff are extremely polite and friendly, combining warmth and professionalism, from the reception staff to the housekeeping staff to the restaurant staff, to the owner. Nothing is too much trouble to improve your stay. In short, as someone very familiar with hotels in Algeria and the rest of the world, I would really recommend this hotel.
